If anybody experience a similar problem, this might help:
Merlin gave me a good idea: Run as Administrator and as a miracle, the pack file become good.
When I tried to start the PED32 as an Administrator, I noticed that it starts with a completely different setup than when I start it normally. So, the problem is that there are somehow 2 different configs in the background...
My "old" system's PED32 was set to run as administrator always, so I think that's why it was OK all the times.
I can't exactly reveal the cause, but can bypass it - running the PED32 and AVRProg as Administrator solved my issue.
