I know what's new and I use D2007, but since I have some editor plugins for D7 I don't care which version I use because I have the same effects with D7. Not to mention that I maintain few applications that use components that do not exist for D2007, and it is too time consuming to replace them with some other similar components that exist for D2007. So, I use D7 most of the time. I will probably switch to D2008,9 or whatever only after they implement FULL GUI .NET Compact Framework support (although you can have it now with Chrome for Visual Studio).

I also sometimes use Lazarus because of it's portability (and ability to use existing GCC code - ftp://ftp.freepascal.org/pub/fpc/docs-pdf/CinFreePascal.pdf). Embedded ARM boards with various peripherals (I2C, SPI, BT, ETH, VIDEO...) are very cheap these days and having a real Linux inside is nice for many applications.
